I wonder if this "planned maintenance" might have something to do with the 4Mb to 8Mb trials Telkom are running.

Nope I doubt it, if the DSLAM supports 8Mb/s they merely a run the xpcm script.
Some of these upgrades are when they re-connect some of the UMC (Fiber to the curb) concentrators to another exchange etc etc

Some maintenance was done on the 20th Nov Friday , pretty extensive ADSL coverage in our area.

Things have definitely improved a lot over the past 5 years! Less than three years ago we did not have any ADSL coverage in Denneoord.
